Ishbar was a Moorish conqueror who converted the Cathedral of Saint Gorboduc into a mosque (Saint Fidgeta and Other Parodies; 34). He was responsible for installing the Salome Window.

Bowen says the name Ishbar is "presumably a generic barbarian names" and “not any reference to anything.” In short, another example of the author’s odd words[1]. Although it is one letter off from the name Ishtar.
